New Hampshire Laws

In the 2004 legislative session, Senator Sheila Roberge of Bedford introduced a bill (SB 372) to amend RSA 644:8 to significantly improve New Hampshire's standard for necessary dog shelter. This bill would have required a water-proofed doghouse, set off the ground, adequate bedding, and drainage and sanitation of the dog's living area. SB 372 passed the NH Senate, but, after an unfavorable report from the House Criminal Justice and Public Safety Committee, was defeated by the House of Representatives.

In the 2006 session a very similar bill (HB 1130) was introduced by Representative Peter Allen of Harrisville, co-sponsored by Representative Peter Espiefs of Keene and Representative Barbara Hull Richardson of Richmond. An amendment to HB 1130 was subsequently offered by the sponsors which would have required that dog shelter be adequate to prevent injury or suffering, and gave specific rule making authority to the NH Department of Agriculture (Dept of Agriculture already has rule making authority for standards for animal shelters, pet shops, etc).

On February 23, 2006 the House Environment and Agriculture Committee found HB 1130, "inexpedient to legislate" by a vote of 12 - 5. On March 7, 2006 the full House followed the recommendation of the Committee and defeated HB 1130 on a voice vote.
